Dr. Eng. Fouad Bendimerad (PhD Civil Engineering, Stanford University)
Fouad has served as consultant and advisor on risk management to governments, international organizations and corporations worldwide, including the World Bank and United Nations organizations. He served as Principal Scientist to RMS, a California-based corporation acknowledged as a leader in the development of risk assessment models for the global insurance and reinsurance industry. He is also a former faculty of the School of Engineering at Stanford University and in charge of the university’s seismic reduction program, which received the ATC-ENR award for being one of the ten top seismic projects in the country. Fouad earned his masters and doctorate degrees in Civil Engineering from the same university, and has written numerous articles and papers on disaster risk assessment and management.
Mr. Jerome Zayas (MA Int’l Relations and Affairs, Fletcher School of Law and Diplomacy)
As Senior Scientist, Jerome leads the Resilience Innovation practice at EMI, developing cutting edge applications to support megacities and fast growing metropolises with the tools to build urban resilience. He was formerly EMI’s Associate Technical Director who contributed to its tremendous growth from a start-up organization that works in urban risk reduction to a major global contributor in urban resilience.
Mr. Jose Mari O. Daclan (MA cand. Public Mgmt., Ateneo De Manila University)
Jom leads technical operations at EMI, exercising overall supervision over the units responsible for project management, knowledge sharing, and training. Since joining EMI in 2009, he has gained significant experience in various aspects of urban DRM, having been involved in the management and coordination of key EMI projects.

Mr. Harry S. Pasimio Jr. (MA Urban and Regional Planning, University of the Philippines)
Urban Resilience Specialist
Harry has more than 15 years of experience conducting policy research and critical analysis on various development issues, having worked for a number of government think tanks since 2001. A land use planner, Harry has been involved in EMI’s efforts aimed at mainstreaming risk-sensitive land use planning at the city/municipal level, and is currently engaged in projects promoting corporate disaster resilience.
Ms. Cyndi S. Ignacio (MS Environmental Science, University of the Philippines)
Geographic Information Systems (GIS) Specialist
Prior to working at EMI, Cyndi was engaged by the World Bank as a GIS consultant for its Open Government program. She also has several years of experience in marine research as a junior scientist at the Marine Science Institute of the University of the Philippines. Cyndi currently coordinates the activities of several EMI projects.

Mr. Francisco B. Tavora, Jr. (BS Geodetic Engineering, University of the Philippines)
Geographic Information Systems (GIS)/Remote Sensing (RS) Manager
Kix heads the GIS Unit and is also EMI’s IT administrator. He has extensive experience in GIS and Remote Sensing, having served as Senior GIS Specialist in various projects for the University of the Philippines, GIZ, and several other non-government organizations.
Ms. Bernadette C. Dimmog (BS Geography, University of the Philippines)
GIS/RS Specialist 2
Bernz has been working in the GIS field since 2008. She built her experience in GIS by working with private companies like Synnex-Concentrix and Sn-Aboitiz Power, and government projects like DOST- DREAM and Project NOAH, as well as by serving as GIS Coordinator for the city of Tabuk in Kalinga.
Ms. Catherine Anne Madamba (BS Geography, University of the Philippines)
Catt has significant experience in using GIS for urban disaster risk reduction. Since joining EMI in 2014, Catt has been involved in various EMI projects focusing on DRM master planning, earthquake and flood risk assessment, and improving private sector disaster resilience.
Ms. Precious Zara (BS Forestry, University of the Philippines)
Precious has been working in the GIS field since 2011, both for private companies like AECOM, and public organizations such as the Center for Integrative and Development Studies at the University of the Philippines and the Phil-LiDAR 2 project of the Philippine Department of Science and Technology.

Ms. Marie Claire Pascua (M Disaster Management, University of Auckland)
Disaster Risk Management (DRM) Specialist 2
Claire leads the team working on the updating of the Natural Disaster Risk Management Program (NDRMP), a suite of online courses provided by EMI and GFDRR aimed at improving the skills of government and corporate executives, development workers, researchers and other stakeholders in disaster risk management. Claire is also a licensed civil engineer.
Ms. Ma. Katrina Raneses (M Disaster Management, University of Auckland)
Research Specialist 2
Katrina provides technical support to the NDRMP and other EMI projects. A licensed civil engineer like Claire, Katrina worked on projects focused on transport planning and transport engineering prior to joining EMI.
Ms. Karen Faith L. Abrea (BS Political Science, University of the Philippines)
Research Assistant for Knowledge Management
Karen also provides technical support to the NDRMP, and also manages EMI’s social media channels.

Ms. Zenaida L. Tejerero (BS Business Economics, Polytechnic University of the Philippines)
Administrative and Operations Manager
Zeny oversees EMI’s day to day administrative and logistical requirements. She has several decades of experience in handling operations and administrative matters, having worked with international organizations such as USAID, the World Bank and GTZ.

Accounting and Finance Manager
Jenie is in charge of financial operations at EMI. She is a certified public accountant and has more than eight years of experience, having worked with local and international organizations such as the Knowledge Channel Foundation, Oxfam Great Britain, and Winrock International – Amore (Alliance for Mindanao Off-Grid Renewable Energy).

Angel and Princess provide general administrative, clerical and office coordination support. Angel also addresses IT and networking concerns, and supports the IT requirements of EMI projects.
