EMI is getting bigger and better as Dr. Maria Cecilia D. Rubio-Paringit and Jose Mari O. Daclan join the EMI Secretariat in Manila. Both of them will be part of the project implementation team to provide technical and administrative assistance to EMI’s ongoing and future projects.

As a licensed geodetic engineer, Maricel has extensive research experience on surveying/mapping, photogrammetry, geographic information systems, remote sensing, coastal habitat mapping and multi-agent system simulation. She obtained her Doctor of Engineering degree on Mechanical and Environmental Informatics from the Tokyo Institute of Technology where she conducted a doctoral research on socio-environmental informatics for coastal ecosystem monitoring and management. As part of the project implementation team, she will work as Project Analyst for EMI’s capacity development programs for megacities especially the new partnership with the Municipal Corporation of Greater Mumbai (MCGM). This new project will assist MCGM in crafting a Disaster Risk Management Master Plan (DRMMP) for Mumbai.

Jom Daclan, on the other hand, has a degree in Public Administration and is currently pursuing his graduate studies in Public Management at the Ateneo de Manila University. Before joining EMI, he was a project evaluation officer for the Department of Environment and Natural Resources’ Integrated Coastal Resource Management Project where he performed both technical and administrative functions. He also worked as research assistant for Conservation International-Philippines and spent more than three years with the World Wide Fund for Nature-Philippines (WWF-Phil) working as volunteer, technical assistant, project officer-in-charge, and later on project manager of WWF’s Humpback Whale Research and Conservation Project in the northern most islands in the Philippines. Jom considers his stint with EMI as a good opportunity to expand his knowledge and professional experience in development work. He will serve as Project Assistant for EMI’s ongoing and future projects.
