The Americas Cluster met on October 12-14, 2005, in Bogotá, Colombia. The meeting was hosted by the Direccion de Prevencion y Atencion de Emergencias (DPAE) of the Metropolitan Municipality of Bogota. The general theme of the meeting was Planning, responding, recovering and reconstructing after a major earthquake. In addition to several officials and planners from the Municipality of Bogota, the meeting was attended by representatives from Los Angeles, Quito, Mexico City, Lima and Istanbul, by researchers from several academic institutions from these cities. Presentations were also provided by representatives from PAHO (Pan-American Health Organization) and PREDECAN (Prevencion de Desasres en la Comunidad Andina) a disaster risk reduction initiative from five Andes region (Bolivia, Colombia, Ecuador, Peru, and Venezuela). The Earthquakes and Megacities Initiative was invited by UN-HABITAT to organize a thematic session on the "Root Causes of Vulnerability of Human Settlements in Megacities" for the World Conference on Disaster Reduction (WCDR) in Kobe, Japan. Conducted on January 18-22, 2005, the thematic session focused on issues of governance related to disaster risk reduction of megacities on the basis of actual experiences.

EMI and its partners in the 3cd Program, PDC and EdM, held a one week study/field trip in Metropolitan Manila (Apr 17 - 22, 2005) to discuss with city officials and other stakeholders, particularly the Metro Manila Development Authority (MMDA) about an agreed process to implement a Disaster Risk Management Master Plan (DRMM) based on previous works in the city.

A full one-and-half day was devoted to the discussion on the development of a DRMMP for Manila. Experts from 3cd Team presented the concept, strategy, and components. These components were discussed in terms of their viability, implementation process, resources, constraints, etc with the goal of developing a concrete action plan and framework that will guide the DRMMP implementation process for the future.

As part of the Cluster Cities Project and the integration of Quito in the 3cd Program, preliminary consultations were conducted in Quito, Ecuador from December 2005 to January 2006. This yielded several key findings and recommendations which contributed to a better implementation of the 3cd program in the city. The consultations were also used to gather more information vital for the Americas Cluster Cities Meeting that was held in the city in June 2006.
